Statement on points of connection

Right at the beginning of the construction project, you will need a statement on points of connection for the property’s water and sewer plans and for joining the network. The statement covers all connection types; wastewater, rainwater and drainage water connections.

The statement on points of connection is free of charge. You can order the statement by using the order form. When sending the form, also send a copy of the site plan. You will receive information on the connection charges along with the statement.
The projected coordinate reference system is EUREF-FIN. The vertical coordinate reference system is N2000.

Connection charge

Connection charge is a one-time payment that is charged when a property is connected to the services of the water utility. The connection charge is determined based on the local detailed plan or on the building right stated in the building permit or in case this building right is exceeded, on the permitted floor area, and on the type of property. The charge includes one water connection per property.

In the Tampere area of operation, the connection charges collected from new connecting parties became transferrable and came to include value added tax (VAT 24%) starting from 1 April 2018. The connection charges collected from a connecting party between 1 August 2000 and 31 March 2018 are transferrable and refundable; starting from 1 April 2018, they are only transferrable. VAT 24% will be added to the connection charge.

The connection charge will be collected from new connecting parties, and it is based on the building right stated on the building permit and on the purpose of use of the building. The connection charge is a one-time payment with which the property reserves the capacity it requires in the network and the treatment plants of the water utility. An additional connection charge will be collected if the property’s size is expanded or if the property type is changed.

The connection charge is in accordance with the price list valid at the time when the contract is made, and it is stated in connection with the statement on points of connection. The payment will be invoiced when the connection contract (water contract) has been made.

In addition to the connection charge, the property owner must take into account the costs of constructing the service pipes. The additional connection charge will be collected for buildings to be expanded for which a connection charge has not been collected, or when the building right for the floor area is increased by more than 100 m2.

Applying for building permit

In Tampere and Pirkkala, you can apply for the building permit through the Lupapiste service at www.lupapiste.fi. For the permit application you will need, among other things, plans for the property’s water and sewers drafted by a designer of water supply and sewage and the statement on points of connection. The party applying for the permit saves the statement on points of connection and other documents required for the permit to the Lupapiste service.

Connection contract

You can use the electronic forms to send your information for the contract to the customer service. For more information, contact the customer service by email or by phone. Once the connection contract has been made, you can order the water and sewer connection as well as the water meter for the plot.

In Tampere, including the Annisto area in Lempäälä, the contract will be made once the water and sewer plans have been approved. In Pirkkala, the contract will be made once the building permit has been granted.

Connecting to the network and the installation of water meters

Service pipes

If the service pipes have not been constructed up to the plot in advance in connection with previously constructed networks of streets, water pipes and sewers, you can have them constructed by Tampere Water based on your invitation to tender or have your own chosen builder construct them.

Excavation work for the water and sewer pipes in the plot area will be undertaken by the builder. Tampere Water will install the water pipe into this (open) excavation up to the water meter and invoice the costs for the work and materials required by the installation.

The connecting party of the property is responsible for the service pipe up to its connection point to the main pipeline.

Connecting to the network

Connecting to the water and sewer network and the installation of the water meter can be ordered from the supervisory staff of Tampere Water. Tampere Water will connect the service pipe to the water utility’s main water pipeline, install the water meter and connect the plot sewer pipes to the main sewer pipes for wastewater and rainwater in accordance with the general terms of delivery.

Installation of the water meter

The installation and uninstallation of the water meter and opening and closing the shut-off valve can only be done by a fitter working at Tampere Water.

Beginning of invoicing

Invoicing for water begins once the property has been connected to the water services network and the water meter has been installed. Once the finished property has been moved into, the customer must update their invoicing information and the reading in the water meter to the Tampere Water customer service so that the water used during the construction period can be invoiced and the annual water consumption estimate can be updated.

Tenant

A water user contract can be made between Tampere Water and a company tenant. Tampere Water does not make water user contracts with private tenants.

The connection contract is made between the owner of the property and Tampere Water. Tampere Water does not make water connection contracts with private or company tenants.

Change of ownership
